Yes, there is only one cone per order. Yes, in europe it only costs 2 euros. BUT, it is hands down the best ice cream cone toy out there especially if you get it with the scooper. Your kid can chew on it and stomp on it-- it will not break, it is not dangerous. And it makes awesome sand ice cream cones. I love them, have a few, they are very popular in the sandbox. These are not made of disposable Chinese plastic, and it's true, stuff gets lost in the playground. We just try not to lose these.
